Welcome to the KIWi Policy Talk
Discuss with us the opportunities offered by internationalisation and Indo-German collaboration in the field of science-based entrepreneurship and start-ups. Special attention will be paid to the internationalisation of incubators and innovation centres at universities and research institutions.

Panel discussion
Both India and Germany have placed transfer and application of knowledge high on their political agenda and are strategically investing in their start-up ecosystems. In both countries, a key role is attributed to science-based start-ups and entrepreneurship and to universities and research institutions. In its start-up strategy, adopted in 2022, Germany has addressed a stronger intent of internationalisation of its start-up ecosystem. India, now home to the third largest start-up system in the world, has identified entrepreneurship and start-ups as one of the core topics for its G20 presidency and established a new engagement group, Startup 20. Indian and German experts discuss along and beyond the following questions:
• What are the different approaches and framework conditions of German and Indian policies for incubators and science-based start-ups?
• What makes the Indian start-up environment interesting for German stakeholders and vice versa?
• How do both sides benefit from German-Indian collaboration?
• What potentials are untapped, how can opportunities be utilized to their full extent?
• What support structures do currently exist and what other structures are needed for successful cooperation?

Andrea Thilo
Journalist and Facilitator
The journalist Andrea Thilo studied social and economic communication at the Berlin University of the Arts. After a traineeship at NDR in Hamburg, she worked as a reporter, editor and presenter for ARD and private TV stations and started to produce cinematographic documentaries with her own company BOOMTOWNMEDIA in 1999. Since 2010 she mainly works as a freelance journalist, moderator and trainer, primarily in the fields of education and sustainability, cultural mediation and digital transformation.

Prof Dr Joybrato Mukherjee
President of the German Academic Exchange Service (DAAD)
Prof Dr Joybrato Mukherjee, Chair and Full Professor of English Linguistics at Justus Liebig University Giessen (JLU), has been President of JLU since 2009 and President of the German Academic Exchange Service (DAAD) since 2020. From 2012 to 2019, he served as Vice-President of DAAD. For his academic achievements and his activities in the internationalisation of higher education, he has been awarded honorary doctorates by the University of Agricultural Sciences and Veterinary Medicine (USAMV) of Iasi, Romania, and by Tbilisi State University (TSU) in Georgia.

Prof Dr Reza Asghari
Head of Entrepreneurship Hub at TU Braunschweig and Ostfalia University of Applied Sciences
Reza Asghari is Professor of High-Tech Innovation & Entrepreneurship at Braunschweig University of Science & Technology (TU Braunschweig) and is head of the joint Entrepreneurship Hub of TU Braunschweig and Ostfalia University for Applied Sciences. His research is focused on Technology Entrepreneurship, Business Model Innovation, Entrepreneurial Mindset and Entrepreneurial University. In several surveys and articles clarified he the challenges of interaction between science system and business system. He studied Business Administration Computer Science (1994) and finished his PhD 1997 on Growth Theory at Institute for Economics at TU Braunschweig. He worked several years as E-Business Consultant bevor he moved to the academic life. Prof Asghari deals with Schumpeterian Theory of Innovation and Entrepreneurship and published several articles in this field. Prof Asghari leaded the task force for development Entrepreneurial University Concept for both universities which was honored by Federal Government of Germany and won besides few German Universities the EXIST-IV „Entrepreneurial University“ grant. Prof Asghari is a distinguished educator and trainer and has bred a plenty of knowledge-based start-ups relied on his experimental classes. He is founder of the first university owned Venture Capital Corporate in Lower Saxony in Germany.
Juliane Frömmter

Juliane Frömmert is an accomplished Startup Ecosystem Leader and Enabler with 7+ years experience in the German, European and Global Startup Ecosystem building support programs around International Expansion, Client Acquisition, Venture Building, Ecosystem Building. She has supported 20+ startups with an Indian Market Entry Strategy and access to clients to accelerate their scaling. As Program Director, she currently supports German startups of all stages to explore market opportunities and validate the suitability of their business in India through Next Step, a market discovery program that is powered by German Accelerator.
Dr Katja Lasch
Director of the DAAD Regional Office New Delhi and DWIH New Delhi
Dr Katja Lasch is the Director of the DAAD Regional Office New Delhi. She is responsible for the coordination and strategic development of the DAAD activities in India, Bangladesh, Bhutan, Nepal and Sri Lanka. At the same time, she heads the German Centre for Research and Innovation (DWIH) New Delhi and is responsible for its strategic management. Prior to her work in India, she headed the DAAD’s International Research Marketing Division at the head office in Bonn and the DAAD Information Centre in Bucharest (Romania). Her professional focus and interests lie in the field of international university and research cooperation and science-based entrepreneurship. Katja Lasch holds a doctorate in history and is also qualified in business administration.
Dr Taslimarif Saiyed
CEO and Director C‐CAMP
Dr Taslimarif Saiyed is the CEO and Director of C‐CAMP from 2009 till present. His initial training has been in neurosciences, where he received his PhD from Max‐Planck Institute for Brain Research, Germany from 2002‐2006 and followed it up by postdoctoral training at University of California San Francisco (UCSF) from 2006‐2009. At the same time, he also underwent training in management for Biotech and Innovation from QB3 at UC Santa Cruz, UC Berkeley and UC San Francisco from 2007‐2009. He has also completed a biotech management program for biotech executives at Wharton School of Management in the year 2012. In the Bay area, he served as a Management Consultant with QB3 New Biotech Venture Consulting and in an individual capacity, he also consulted for many biotech firms in the US. Dr Saiyed is an Adjunct Faculty at Indian Institute of Technology (IIT) Madras and also Amrita Institute ‐ School of Biotechnology since 2015. He also heads the Discovery to Innovation Accelerator program at C‐CAMP. He is actively involved in promoting innovation in lifescience / healthcare by supporting translation of discoveries to application, entrepreneurship and technology development.
Dr Chintan Vaishnav
Head of G20 Engagement Group Start-up & Mission Director for Atal Innovation Mission
Dr Chintan Vaishnav is a socio-technologist, an engineer trained to design and build large-scale systems that possess both human as well as technological complexities. Presently, he serves as the Mission Director for Atal Innovation Mission (AIM), a flagship initiative of the government of India under the auspices of the NITI Aayog. Chintan is on leave from Massachusetts Institute of Technology (MIT) for his present assignment. As a teacher, innovator, and entrepreneur, he has split his time between teaching and research at MIT and living and working with rural communities in India to build solutions that can overcome constraints fundamental to improving human conditions.
